The City of Houston has been receiving American Dream Downpayment Initiative (ADDI) funds since fiscal year 2005. ADDI works in conjunction with HOME Investment Partnerships Program to provide the Homebuyer Assistance and Good Neighbor Next Door Programs. These programs help expand the number of homeowners in the Bayou City.
The American Dream Down Payment Act, which authorized the American Dream Down Payment Initiative (ADDI) had an initial allocation of $200 million to increase minority homeownership, nationwide, by 5.5 million families by 2010. Creation of ADDI was prompted, in part, by results of the 2000 census, which reported that while seventy percent (70%) of all American households owned their own homes, less than half of African-American and Hispanic families were homeowners. ADDI is administered under the U.S. Department of Housing and Urban Development's (HUD) Home Investment Partnerships Program. As a participating jurisdiction, the City of Houston, since 2004, has been allocated ADDI funds in the amount of $ 2,903,301, which includes $107,611 for the 2009 fiscal year.
The ADDI program is administered by the City of Houston Housing and Community Development Department. The following homebuyer assistance program guidelines apply to the ADDI program:
A maximum down payment assistance grant of either $10,000 or six percent (6%) of the purchase price of the home, whichever is greater.
